India Proposes $450 Million Aid Package to Help Sri Lanka Rebuild After Cyclone Ditwah

India has proposed a comprehensive USD 450 million assistance package to support Sri Lanka’s reconstruction efforts following the devastation caused by Cyclone Ditwah, External Affairs Minister S. Jaishankar announced on Tuesday.
Speaking in Colombo as a special envoy of Prime Minister Narendra Modi, Jaishankar said the proposed package builds on India’s role as a first responder and reflects New Delhi’s long-term commitment to its neighbour. He conveyed a letter from Prime Minister Modi affirming India’s support during what he described as a uniquely challenging period for Sri Lanka.
The announcement comes after the successful completion of the immediate humanitarian phase under Operation Sagar Bandhu, India’s rapid response mission to the cyclone-hit nation. Jaishankar said the operation delivered around 1,100 tonnes of relief material, along with approximately 14.5 tonnes of medicines and medical equipment.

Detailing the proposed reconstruction support, Jaishankar said the USD 450 million package would include USD 350 million as a concessional line of credit and USD 100 million in grants. He added that the assistance package is currently being finalised in close consultation with the Sri Lankan government to ensure that funds are directed toward the most critical infrastructure and recovery needs.
Highlighting continued engagement, Jaishankar said Prime Minister Modi has directed Indian officials to work closely with Colombo to address Sri Lanka’s rebuilding priorities in a timely manner. The initiative, he noted, is in line with India’s “Neighbourhood First” policy, under which New Delhi positions itself as a reliable partner in times of crisis.
Beyond immediate relief and reconstruction, Jaishankar emphasised India’s intention to support Sri Lanka’s broader economic recovery. He said India would continue to encourage tourism traffic to Sri Lanka and noted that increased foreign direct investment from India could play a key role in boosting the island nation’s economy.
Acknowledging Sri Lanka’s ongoing challenges, Jaishankar said the country was once again under pressure just as it was recovering from the economic crisis of 2022, with the cyclone creating fresh difficulties.
Jaishankar arrived in Colombo on Monday evening and was received by Deputy Minister of Tourism Ruwan Ranasinghe.
