
Dibrugarh (Assam) [India], July 23 (ANI): Assam Chief Minister Himanta Biswa Sarma on Wednesday announced a major initiative aimed at equipping youth in the state with foreign language skills to enhance their prospects for overseas employment.
The state government is set to launch the Chief Minister’s Foreign Language Initiative for Global Human Talent (CM-FLIGHT), which will focus on providing structured foreign language training, including preparation up to the Japanese Language Proficiency Test (JLPT) N2 level.
According to an official release, the decision was taken during the state cabinet meeting held in Dibrugarh on Wednesday under the chairmanship of Chief Minister Himanta Biswa Sarma.
CM Sarma stated that the cabinet has approved the launch of the new scheme, Chief Minister’s Foreign Language Initiative for Global Human Talent (CM-FLIGHT). “A pilot project will be implemented in the current financial year through the agencies—ASEAN ONE Co. Ltd., Jaceex Ventures LLP, and Meiko Career Partners Co. Ltd. These agencies will provide Japanese language training and facilitate the overseas employment of Assamese youth under Japan’s Specified Skilled Worker (SSW) visa program. This initiative will create significant employment opportunities for the local population by enabling overseas placements. It will address unemployment and underemployment in Assam by offering access to international job markets. Under this scheme, the government will provide a subsidy of Rs 1.5 lakh to successful applicants for Japanese language training. Upon completion, candidates will also be placed in short-term paid work opportunities in Japan,” he said.
Meanwhile, the state cabinet has also approved a financial sanction of Rs 150 crore under the Mission for Overall Improvement of Thanas for Responsive Image (MOITRI) scheme.
“In the first phase of the scheme, 73 police stations have been completed. In the second phase, 46 police stations were taken up, of which 31, along with one cyber police station, have been completed. Work is ongoing for the remaining police stations. The cabinet noted that infrastructure worth Rs 1,500 crore has been constructed for the Assam Police, which is unprecedented,” said a press release issued by the Chief Minister’s Office (CMO), Assam.
The cabinet also approved the upgradation and redesignation of existing sanctioned posts of Assam Police to Co-District Superintendent of Police (CDSP), creating 10 additional posts to ensure smoother police administration. These 10 new co-districts have been notified by the General Administration Department and will be operational by August 15, 2025.
The inauguration of the newly created co-districts is scheduled for August 12, 2025, with 10 cabinet ministers presiding over the respective ceremonies.
Additionally, the cabinet has approved the Collective Infrastructure Development of Apartment Buildings scheme, funded through MLALADS and the United Fund, to ensure that government welfare schemes benefit apartment residents.
The eligibility criteria for this scheme include a minimum of 16 apartments per building, mandatory registration of the society under the Societies Registration Act, and at least 80% occupancy. Activities under the scheme will include critical infrastructure improvements such as repair of internal roads, proper drainage systems, uninterrupted water supply, upgraded electricity connections, development of common amenities like parks and community halls, enhanced security systems, and disaster management works as recommended by the District Disaster Management Authority (DDMA). Other common maintenance tasks may also be undertaken.
Finally, the cabinet approved the formation of a Section 8 company named Assam Innovation and Startup Foundation under the Department of Innovation, Incubation and Startups (DIIS), to promote innovation and startup-related activities in the state. (ANI)
