
Shanghai [China], July 28 (ANI): The technological rivalry between the world’s two largest economies has deepened, as Chinese Premier Li Qiang on Saturday unveiled China’s artificial intelligence (AI) strategy, just days after the United States introduced its own action plan. Li called on the international community to prioritize joint AI governance and emphasized the need for a global framework rooted in broad consensus to ensure responsible and inclusive development of AI technologies.
Speaking at the opening ceremony of the 2025 World AI Conference and High-Level Meeting on Global AI Governance in Shanghai, Li stressed China’s commitment to fostering multilateral and bilateral cooperation in AI. “China is willing to offer more Chinese solutions and participate in the formation of global governance rules,” he said.
Premier Li proposed the establishment of a global AI cooperation organization that would serve as a platform for dialogue, policy coordination, and collaborative innovation. He stated that such a body could play a pivotal role in setting international standards and ensuring the fair use of AI technologies across countries and regions.
Highlighting breakthroughs in large language models, multimodal models, and embodied AI, Li noted that these advancements are accelerating AI’s transformation into a key engine of economic growth. However, he also warned of the associated risks and underscored the importance of balancing innovation with safety and security. “No matter how far technology advances, it must remain a tool to be harnessed and controlled by humans,” he asserted.
Li advocated treating AI as a global public good that benefits all of humanity and called for ensuring equitable access to AI technologies, especially for developing countries in the Global South. “China is willing to share its AI development experience and technological products, and help countries strengthen their capacity building in the AI sector,” he said.
Urging broader international collaboration in innovation, Li affirmed China’s readiness to conduct joint research and adopt a more open approach to sharing open-source AI technologies and solutions.
An action plan for global AI governance was officially released during the conference.
