
Srinagar (Jammu and Kashmir) [India], August 23 (ANI): In a major breakthrough, the State Investigation Agency (SIA) Kashmir apprehended an overground worker, Altaf Hussain Wagay, son of Ghulam Mohi-ud-din Wagay and resident of Reban Gund, Behram Shopian, who was operating as a sleeper cell for the terrorist organization Hizb-ul-Mujahideen, officials said.
According to the SIA, the arrest was made as part of the ongoing investigation into FIR number 01/2025 under Sections 13, 18, 18-B, 38, and 39 of Police Station CI/SIA Kashmir. Investigators collected evidence establishing the accused’s connection with a Hizb-ul-Mujahideen handler operating from across the border. Acting on the handler’s directions, Wagay was allegedly engaged in terrorist conspiracy, unlawful activities, and anti-national operations by propagating and furthering anti-India narratives.
The SIA stated that these activities were aimed at challenging India’s sovereignty and territorial integrity, while inciting disaffection, public disorder, and communal hatred. Officials described Wagay’s arrest as a significant step in exposing sleeper cells that are highly radicalized, share secessionist and unlawful content, and maintain connections with Pakistani terror handlers, terrorist organizations, and intelligence agencies.
Earlier on Friday, Jammu and Kashmir Lieutenant Governor Manoj Sinha terminated two government employees for terror links by invoking Article 311(2)(c) of the Constitution. Investigations revealed that a teacher in Karnah, Kupwara, and an assistant stockman in Keran, Kupwara, were working for the Lashkar-e-Toiba terror outfit. Law enforcement and intelligence agencies had collected incriminating evidence against both.
Since assuming office in August 2020, Lieutenant Governor Sinha has prioritized dismantling terrorism’s infrastructure by targeting active terrorists as well as their support networks, including overground workers (OGWs) and sympathizers embedded in government institutions. (ANI)
