Washington, D.C. — November 24, 2025: President Donald J. Trump has directed the national security apparatus to review and take action toward the possible designation of several chapters of the Muslim Brotherhood — including branches in Lebanon, Jordan, and Egypt — as foreign terrorist organizations, according to a new executive order released by the White House on Monday.
Under the order, the Assistant to the President for National Security Affairs must provide the President with a detailed report assessing whether these branches meet the criteria for designation under U.S. law, specifically 8 U.S.C. 1189 for foreign terrorist organizations and 50 U.S.C. 1702 and Executive Order 13224 for specially designated global terrorists.
Following the submission of that report, the Secretary of State or the Secretary of the Treasury — depending on jurisdiction — will have 45 days to take all “appropriate action” under the relevant statutes. Such actions may include formally designating the identified Muslim Brotherhood entities as foreign terrorist organizations or adding them to the list of specially designated global terrorists.
The order also includes standard provisions clarifying that it does not override existing legal authorities of federal departments or the Office of Management and Budget. Implementation is to proceed in accordance with U.S. law and within existing budgetary constraints. The directive explicitly states that it does not create any new legal rights or claims for any party.
