
New Delhi [India], June 15 (ANI): The Department of Land Resources (DoLR), under the Ministry of Rural Development, is set to launch the second batch of Phase 2 of the NAKSHA capacity building programme on June 16, 2025, across four Centres of Excellence (CoEs) in India, the Ministry announced on Sunday.
The NAKSHA (National geospatial Knowledge-based land Survey of urban Habitations) programme aims to empower urban governance by equipping officers with modern geospatial surveying skills for accurate urban land and property mapping.
According to the ministry, the first batch of Phase 1 and Phase 2 of the programme has already trained 160 Master Trainers at the National Institute of Geo-Informatics Science and Technology (NIGST), Hyderabad (completed in May 2025) and 151 Urban Local Body (ULB) officers from June 2–7, 2025, across five CoEs.
The second batch will be inaugurated virtually by Manoj Joshi, Secretary of the Department of Land Resources, at 10:00 AM on June 16.
A total of 128 officers from 74 Urban Local Bodies (ULBs) have been nominated for this round of training. These officers will undergo a week-long, hands-on training focused on applying modern geospatial technologies to urban land surveying.
Training will be held at the Yashwantrao Chavan Academy of Development Administration (YASHADA) in Pune, Maharashtra; the Northeast Region Centre of Excellence in Guwahati, Assam; the Mahatma Gandhi State Institute of Public Administration (MGSIPA) in Chandigarh, Punjab; and the Administrative Training Institute (ATI) in Mysuru, Karnataka.
The curriculum includes programme framework orientation, GNSS (Global Navigation Satellite System) and ETS (Electronic Total Station)-based surveying, Web-GIS application usage, land parcel mapping techniques, and legal and administrative aspects of land surveys.
With India’s urban population projected to exceed 600 million by 2031, the need for accurate, transparent, and accessible urban land records has never been more pressing. The NAKSHA programme represents a technologically advanced, scalable solution to this challenge.
NAKSHA is being implemented as a pilot initiative by the DoLR in collaboration with the Survey of India, NICSI, MPSeDC, and the five Centres of Excellence. The programme has been launched across 157 ULBs in 27 States and 3 Union Territories, laying the groundwork for modernized urban land administration across India. (ANI)
