Washington DC [US], November 20 (ANI): A draft Ukraine peace proposal under discussion within the Trump administration could see Kyiv ceding territory in the eastern Donbas region and agreeing to limits on its military capabilities in exchange for US-backed security guarantees, CNN reported, citing a Western official familiar with the deliberations.
According to CNN, US officials stressed that the proposal is still a work in progress. Any final agreement would require compromises from both Russia and Ukraine, whose conflict began in 2014 and escalated into a full-scale war following Moscow’s 2022 invasion. Some of the elements currently circulating—particularly those perceived to favour Moscow’s demands—are not final and may change as discussions continue.
The draft, reportedly comprising 28 points, has been reviewed and supported by former US President Donald Trump. It represents Washington’s latest effort to revive peace talks and end the nearly three-year-long conflict. Some provisions, especially those calling for Ukrainian territorial concessions in areas not fully under Russian control, have been previously rejected by Kyiv.
White House Press Secretary Karoline Leavitt stated, “President Trump has been clear since day one that he wants the war between Russia and Ukraine to end, and he has grown frustrated with both sides for their refusal to commit to a peace agreement. Nevertheless, the President and his team never give up, and the United States has been working on a detailed and acceptable plan for both sides to stop the killing and create a durable, lasting peace.”
US Secretary of State Marco Rubio noted that the document remains in the “ideas” stage. “Ending a complex and deadly war such as the one in Ukraine requires an extensive exchange of serious and realistic ideas,” he said on X, adding that Washington will continue to develop potential ideas for ending the conflict based on input from both sides.
Under current proposals, the Donbas regions of Luhansk and Donetsk would be ceded to Russia, despite parts remaining under Ukrainian control. In southern regions of Kherson and Zaporizhzhia, existing frontlines would be frozen rather than Ukraine relinquishing the territories outright. One scenario would also require Ukraine to reduce its armed forces and give up certain advanced weapon systems provided by Western partners.
Other issues under discussion include the future status of the Russian language and the Russian Orthodox Church in Ukraine post-war. In return, the plan proposes security guarantees from the United States to prevent further Russian aggression or escalation into wider Europe.
CNN sources in Europe said the proposal has surprised the international community. “This has all been gone through before and rejected, and now we’re back to square one,” a European diplomat in Kyiv told CNN, calling the reported terms unacceptable for any Ukrainian government. “For the Ukrainians, it is just a non-starter and with good reason. It would just be inviting the Russians to come back again at a future date,” the diplomat added.
The report also highlighted confusion within European foreign ministries and among senior US officials outside the White House, many of whom were unaware of the draft until it leaked. US officials maintain that discussions are ongoing and that the final proposal will evolve before any political outreach begins. (ANI)
