[US], July 17 (ANI): In a rare display of bipartisan unity, U.S. lawmakers have introduced the Chip Security Act, aimed at closing loopholes that allow advanced U.S. artificial intelligence (AI) chips to end up in the hands of adversaries like the Chinese Communist Party (CCP), the Select Committee on the Chinese Communist Party (SCCCP) announced on Thursday.
The legislation was unveiled by House Select Committee on China Chairman John Moolenaar (R-MI), Ranking Member Raja Krishnamoorthi (D-IL), and six other members, following alarming findings—such as those in the Committee’s DeepSeek report—showing how U.S.-origin chips are being smuggled into China through shell companies to fuel Beijing’s AI-driven military and surveillance programs.
“For too long, the Chinese Communist Party has exploited holes in our export controls to secretly acquire U.S. technology used to fuel its military aggression and domestic repression,” said Chairman Moolenaar, as per the SCCCP. “This bill shuts those loopholes and helps protect both our national security and our technological edge.”
According to the SCCCP, the Chip Security Act mandates location verification for shipments of AI chips to prevent diversion to China and other hostile actors. It imposes reporting requirements obligating chipmakers to disclose any suspicious transactions or diversion attempts. It also directs the Commerce Department to study and implement stronger safeguards against technology theft.
The bipartisan effort reflects deep concern that American innovations are being weaponized against U.S. interests. The SCCCP cited evidence that U.S.-made AI chips power China’s high-tech surveillance state, which monitors citizens and cracks down on dissent in regions like Xinjiang and Hong Kong.
A companion bill has also been introduced in the Senate by Sen. Tom Cotton (R-AR), the Committee confirmed.
The SCCCP emphasized the broader stakes: protecting American service members in potential future conflicts where Chinese AI systems could be deployed, preserving high-paying jobs in the U.S. tech sector, and ensuring that U.S. technology does not enable authoritarian oppression abroad.
“The CCP’s abuse of U.S. innovation must end. American technology should never be a tool of tyranny,” the Committee said in a statement. (ANI)
