
Kyiv [Ukraine], June 28 (ANI): Ukrainian President Volodymyr Zelenskyy on Friday called for urgent global action to restrict the export of artificial intelligence (AI) models and other dual-use technologies that could enhance Russia’s military capabilities. Speaking at the Fair Play Conference, Zelenskyy proposed the creation of a new international platform to regulate the export of dual-use goods, including advanced computing and satellite technologies, to nations engaged in aggression, such as Russia and its allies.
“We must already be working to ensure that cutting-edge technologies—particularly in the field of artificial intelligence—are prioritized in export control policies by partner states, as AI is increasingly being integrated into weaponry,” Zelenskyy stated.
He emphasized the need to immediately block Russia’s access to ready-made AI models suitable for military applications, cloud-based AI training tools and services, high-performance computing systems, and specialized datasets, including commercial satellite imagery. “Our sanctions must be highly specific in each area and as up-to-date as possible,” he added.
Zelenskyy warned that Russia’s war capabilities are deeply intertwined with its global trade ties. “Russian missiles, drones, nearly all the equipment on the battlefield that is actually effective… all of this depends on how Russia trades with the world, how it sells oil and other goods, and imports technologies, equipment, and components,” he said.
He pointed out that modern weapon production in Russia relies heavily on imported components and machine tools. Ukrainian experts have identified hundreds of foreign-made parts in Russian drones and missiles, underlining the role of global supply chains in sustaining Russia’s military industry.
Zelenskyy also accused various nations—including some Western countries—of continuing to provide Russia with critical manufacturing equipment. “Just over the past year, deliveries of machine tools to military-industrial facilities in Russia have been recorded from at least 12 countries, including China, Taiwan, South Korea, Japan, France, Germany, Italy, Turkiye, and the United States,” he revealed. Some of these suppliers even have contracts scheduled through 2026.
He called for increased pressure on all global actors assisting Russia in circumventing sanctions, transporting oil, or supporting its military production. “Further pressure is needed on every actor in the world who helps Russia maintain its exports, who helps it transport oil, or find ways to circumvent financial restrictions,” Zelenskyy said.
The Ukrainian president also took aim at Russia’s elite, arguing they remain invested in global systems even as they support war. “They love money. They love their life of luxury. They hoard stolen wealth, want a good education for their children—particularly in Europe—and need proper healthcare,” he said. “The longer Russia wages war, the less of the ‘proper’ remains in Russia.”
Zelenskyy concluded by asserting that the world must remain as closed as possible to Russia until it ends its aggression. “This is about security—ours and yours—and about basic human justice,” he said. (ANI)
