Defence Ministry Forms Committee to Review Acquisition Procedures

New Delhi [India], June 19 (ANI): Marking 2025 as the ‘Year of Reforms’, the Ministry of Defence (MoD) has launched a comprehensive review of the Defence Acquisition Procedure (DAP) 2020 to align it with evolving national policies and strategic initiatives.

A high-level Committee, chaired by the Director General (Acquisition), has been constituted to lead this initiative. According to an official release, the Committee comprises senior officials from the Defence Ministry, representatives from the defence industry, and academia. Former IAS officer Apurva Chandra, a 1980 batch official and former Director General (Acquisition), has been appointed as the Principal Advisor to the panel.

The Committee has already initiated consultations and is seeking input from stakeholders across sectors. Suggestions are invited until July 5, 2025, and can be submitted via email to secy-dap2025[at]gov[dot]in.

The objective of the DAP 2020 review is to ensure the timely modernization and operational readiness of the Indian Armed Forces while promoting national self-reliance through the government’s flagship initiatives such as Aatmanirbhar Bharat and Make in India. The revised procedure aims to enhance domestic defence manufacturing by facilitating joint ventures, technology transfers, and foreign direct investment (FDI), transforming India into a hub for defence production and maintenance, repair, and overhaul (MRO).

Additionally, the review will focus on encouraging design and development in public and private sectors, promoting startups and private innovators in defence technologies, integrating emerging technologies such as artificial intelligence, and streamlining acquisition processes, including categorization, trial conduct, and post-contract management. It also aims to enhance clarity and consistency in the DAP language to reduce ambiguities and improve procedural transparency.

The Ministry emphasized the importance of a transparent and consultative approach to build a forward-looking acquisition framework that addresses both national security needs and industry capabilities. (ANI)
