Lok Sabha to discuss FCRA Amendment Bill, ATF excise duty; Amit Shah, Nirmala Sitharaman to lead key debates

New Delhi [India], April 1 (ANI): The Lok Sabha on Wednesday is set for a packed agenda, with key legislative and financial matters on the table, including the Foreign Contribution (Regulation) Amendment (FCRA) Bill, 2026 and the levy of Special Additional Excise Duty on Aviation Turbine Fuel (ATF).

Union Home Minister Amit Shah to move that the Bill further to amend the Foreign Contribution (Regulation) Act, 2010, be taken into consideration. A significant focus will be on the FCRA Amendment Bill, 2026, moved by Amit Shah, which seeks to further amend the Foreign Contribution (Regulation) Act, 2010.

The legislation aims to enhance transparency in the receipt and utilisation of foreign funds by organisations and ease compliance procedures for registered entities.Finance Minister Nirmala Sitharaman is slated to move a statutory resolution approving Notification No. 07/2026-Central Excise, which imposes a Special Additional Excise Duty of Rs 50 per litre on Aviation Turbine Fuel (ATF).

The decision comes in the backdrop of rising global crude oil prices and escalating operational costs in the aviation sector.The House will begin proceedings at 11 AM, starting with question hour followed by the laying of papers by ministers, including Jitendra Singh (Science & Technology) and Ravneet Singh (Railways).

The House will also take up reports and statements of the Public Accounts Committee (PAC) for the fiscal year 2025-26. Key presentations by BJP MP Jagdambika Pal and Jai Prakash include the 39th to 44th Reports on matters ranging from excesses over voted grants and charged appropriations to derailments in Indian Railways and issues concerning service tax/GST collections from passengers.

Statements on further action taken on earlier PAC reports will also be laid, covering issues such as water pollution, Pradhan Mantri Swasthya Suraksha Yojana, and management of funds.Other legislative business scheduled for the day includes the Jan Vishwas (Amendment of Provisions) Bill, 2026, moved by Jitin Prasada, which proposes decriminalisation of certain laws and measures to ease doing business in India.

Additionally, the House will hear a statement from Harsh Malhotra, correcting a reply related to the Ganga Expressway, as well as matters under Rule 377, which allows members to raise issues of public importance.The second leg of the ongoing Parliament Budget Session is scheduled to conclude on April 2. “Targeted legislation against Christians, minorities, and NGOs”: Congress’ KC Venugopal on FCRA Amendment Bill 2026

Congress MP and General Secretary KC Venugopal on Wednesday criticised the FCRA Amendment Bill 2026, saying it targets Christians, minorities, and NGOs.He said this law punishes organisations doing good work in India and vowed that Congress will oppose the Bill both inside and outside Parliament, calling it anti-Constitutional and against minority interests.Speaking to ANI in Kozhikode, Venugopal said, “FCRA is a targeted legislation against Christians and minorities, and the NGOs. The NGOs that are doing good work for the people of India are being penalised by this law.”

“We are not going to allow this Bill to pass. We are demonstrating today in front of Parliament and inside the Parliament too. We will fight against this Bill; we will not allow this Bill to pass. This Bill is anti-Constitutional, this Bill is going to be anti-minority,” he said. The Foreign Contribution (Regulation) Amendment Bill, 2026, was introduced in Lok Sabha on March 25 and seeks to amend the Foreign Contribution (Regulation) Act, 2010, and is aimed at enhancing the transparency and accountability of foreign contributions in India.

The FCRA Bill, 2026, has been listed for consideration and passing in the Lok Sabha today.A day earlier, Keralam Chief Minister Pinarayi Vijayan said that the Foreign Contribution Regulation Act amendment has created a sense of insecurity among a section of society and demanded that the centre withdraw the measure.”The FCRA amendment has created serious concern among minority communities.

It is causing a sense of insecurity among a section of the country. The central government should not adopt an approach that alienates any group. The Centre’s stance is dangerous. The central government must urgently correct this and completely withdraw the measure,” he said.”Has Congress stated its position on the FCRA amendment? The Congress continues to follow its old soft Hindutva stance,” he added. (ANI)
